<p>Navajo Preference Employment Act In accordance with Navajo Nation and federal law, TCRHCC has implemented an Affirmative Action Plan pursuant to the Navajo Preference in Employment Act. Pursuant to this Plan and corresponding TCRHCC Policy, applicants who meet the necessary qualifications for this position and (1) are enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe will be given preference in hiring and employment for this position, (2) are legally married to enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe and meet residency requirements will be given secondary preference, and (3) are enrolled members of other federally-recognized American Indian Tribes will be given tertiary preference. Overview POSITION SUMMARY The Phlebotomy Technician performs specimen collection and processing in compliance with regulatory requirements, policy and procedures, and the TCRHCC's goal of providing quality patient care. The position is located in a laboratory that provides services in a hospital and clinical setting. Qualifications NECESSARY QUALIFICATIONS Education: High School Diploma or GED Experience: Must have documentation of at least one of the following: Completion of nationally accredited phlebotomy training On the job training in a clinical healthcare setting. If neither above, a verifiable skill completion documented within the last year of fifty (50) successful venipunctures Phlebotomists applying for SPHC must have: One (1) year phlebotomy experience in which collections are obtained from a wide range of age groups (neonate to geriatric) in a healthcare setting. Certification: Phlebotomy technician certificate from a nationally recognized certification agency must be obtained within eighteen (18) months of hire. Certification must remain unexpired, in good standing, for the duration of employment Must have and maintain a current Basic Life Support (BLS) certification from the American Heart Association, if none must obtain within ninety (90) days of hire. Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: Positive working relationships with others Possession of high ethical standards and no history of complaints Reliable and dependable; reports to work as scheduled without excessive absences Effective communication skills to deal effectively with all levels of co-workers Ability to follow written and verbal instructions Able to respond appropriately in stressful situations, apply de-escalation tactics, ability to provide customer service Basic computer skills and literacy for communication, records, forms, and ordering Completion of and above-satisfactory scores on all job interviews, demonstrating to the satisfaction of the interviewees and TCRHCC that the applicant can perform the essential functions of the job Successful completion of and positive results from all background and reference checks, including positive employment references from authorized representatives of past and current employers demonstrating to the satisfaction of TCRHCC a record of satisfactory performance and that the applicant can perform the essential functions of the job Successful completion of fingerprint clearance requirements, physical examinations, and other screenings indicating that the applicant is qualified to be employed by TCRHCC and demonstrating to the satisfaction of TCRHCC that the applicant can perform the essential functions of the job Submission of all required employment-related documents, applications, resumes, references, and other required information free of false, misleading, or incomplete information, as determined by TCRHCC. MENTAL AND PHYSICAL EFFORT The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical: The incumbent will be required to work prolonged hours (3/4 workday) of standing and walking, bending, maintaining balance and reaching. The positions require the ability to occasionally (less than ¼ day) sitting, driving, climbing, kneeling, crouching, and twisting. Incumbent must be able to lift t 10lbs and push or pull up to 50lbs for a prolonged period of time. They must be able to occasionally lift over 75lbs.. This position has the sensory requirement needs for prolonged ability far vision, near vision, color vision, depth perception, seeing fine details, hearing normal speech, hearing overhead pages and telephone use. The incumbent must have prolonged ability for hand manipulation of simple and firm grasping, fine manipulation, and use of keyboards. Incumbent must have prolonged ability of steady hands for venipuncture; and, ability to use needles. This position will require the incumbent to have prolonged ability patience for training and mentoring. Mental: The incumbent must be able to prioritize and use good judgment, Immediate response to telephone requests, and verbal requests. This position requires mental attention and assertiveness at all times. The incumbent will need the ability and willingness to learn new information which is an expectation. The incumbent must have the prolonged ability to cope with high levels of stress, make decisions under high pressure, cope with anger/fear/hostility of others in a calm way, manage altercations, concentrate, handle high degree of flexibility, handle multiple priorities in stressful situation, work alone, demonstrate high degree of patience, adapt to shift work, and work in areas that are close and crowded. Incumbent must be able to accept a flexible schedule to meet unit needs. Environmental: This position may be exposed to infectious diseases, hazardous or moving equipment and loud noises for a prolonged period of time, frequently work in extremes in temperature or humidity; and, occasional exposure to chemical agents, and dust. Responsibilities ESSENTIAL FUNCTIONS: Follows the established policy, processes, and procedures for specimen collection, handling, and processing, and maintaining records of patient results. Successfully performs phlebotomy on a range of patients including, neonates, special needs, and geriatric patients. Specimen processing and preparation including reference laboratory specimen preparation and shipping. Ability to monitor patients for unexpected reactions and responds to emergency situations as required. Performs basic point of care testing (i.e., influenza testing, pregnancy testing, etc.) under the general supervision of certified testing personnel. Performs and documents Corrective Actions when test systems are not within the laboratory's established acceptable level of performance. Adheres to the Quality Control policies and documenting all Quality Control activities when performing point of care test analysis. Performs proficiency testing for point of care testing and document attestation that proficiency testing samples are tested according to protocol(s); to determine the performance of individual laboratories for specific tests and to monitor laboratories' continuing performance. Maintains inventory control to assure adequate supplies and reagents needed for laboratory operation(s). Actively participates in the maintenance of Laboratory Accreditation by adhering to standards in safety, performance improvement, document control, quality assurance, proficiency, and competency. Develops and maintains working relationship with the Medical and Nursing staff regarding the processing and collection of specimens. Participates in Continuing Education by attending daily huddles, attend department meetings and in-services as directed by the Director of Laboratory Services. Responsible for electronic health records data entry pertinent to patient service role. Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates) Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction. Responsible for reporting any safety-related incident in a timely fashion through the QSTATIM tool; attends all safety-related training programs; performs work in a safe manner; monitors work environment for possible safety issues and ensures others are also performing work in a safe manner. Interacting with others using a variety of communication tools Participate in hand off communications with colleagues on a daily basis and laboratory leadership team Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction). Participates in the mentoring and education of colleagues and students. Performs other job-related duties as assignedincluding clerical duties.</p>
