This position will be a lead worker directing the guidance, operational support and direction for success with the Grant. The structure is intended to enhance continuity, continuous quality improvement, and long-term organizational effectiveness across the State.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <p>Lead Grants Management, Budgeting, and Funding Administration:</p> <p>Serve as manager overseeing all grant activities, operations, and administration for the Rural Health Transformation Program (RHTP). This position assists with ongoing oversight and direction of the RHTP projects that KDADS oversees, supporting the planning, development, implementation, and evaluation of its approved strategies and activities.</p> <p>This includes assisting in the development of program goals and objectives, coordinating with core partners in preparing program progress reports, preparing the annual program budget narratives, and coordinating with other KDADS staff, state agencies and external stakeholders. The position performs and ensures completion of administrative responsibilities related to grant funding, including but not limited to applications, revisions, annual reports, evaluations, budget development, and communication with funders.</p> <p>Coordinates budget-related documentation for RHTP activities. Responsibilities include tracking expenditures, reviewing monthly fiscal reports, maintaining budget spreadsheets, and preparing draft materials for budget narratives or amendments.</p> <p>Develops, negotiates, and monitors contracts/agreements, including oversight of routing processes and compliance tasks. Conducts basic desk audits, tracks contract timelines, and ensures purchasing and procurement procedures are followed.</p> <p>This role provides administrative and organizational support to ensure financial components remain accurate and aligned with project timelines.</p> <p>Program Strategy, Compliance, and Growth:</p> <p>Serves as a content area expert for all primary funding source requirements; assuring compliance with all primary funding source requirements including timely reporting and accountability. The position co-leads monitoring and reporting on multiple areas of the RHTP grant. The position supports partnership and collaboration efforts by coordinating meetings, preparing agendas, taking notes, tracking follow-up tasks, and ensuring information flows efficiently between the Office of the Secretary, KDADS Commissions, partner agencies, and external stakeholders. Leads strategic planning efforts across RHTP initiatives, ensuring alignment with CMS requirements, state priorities, and long-term sustainability goals.</p> <p>This includes scheduling and facilitating workgroups, maintaining communication documentation, preparing presentation materials, and ensuring stakeholders receive timely updates. The position may provide informational presentations when requested and supports coordination of statewide rural health activities in alignment with RHTP goals. Routinely crosses program, bureau, and agency lines to assure coordinated efforts and to obtain data sufficient to ensure progress toward RHTP objectives.</p> <p>Provides informal coordination for staff assigned to RHTP workstreams, ensuring tasks, timelines, and deliverables are clearly tracked. Supports onboarding processes, maintains workplans and tracking documents, and helps staff stay aligned with project expectations. Represents RHTP in meetings with CMS, legislative stakeholders, and partner organizations as delegated.</p> <p>May assist with gathering performance documentation or draft materials needed for evaluations in coordination with KDADS and KDHE leadership. Ensures workflow processes run smoothly and that staff have clarity around project-related responsibilities.</p> <p>Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.</p> <p>Minimum Qualifications:</p> <ul> <li>Three years of experience in planning, implementing, organizing and directing/monitoring activities. Previous federal grant experience required. Education may be substituted for experience as determined by the agency. </li><li>Four years of experience in health administration, public health, or related field. </li><li>Ability to communicate with diverse audiences. </li><li>Proficiency in Word, Excel, PowerPoint. </li><li>Strong proofreading, editing, attention to detail skills. </li><li>Grant and fiscal management experience. Three or more years conducting needs assessments. </li><li>Experience in technical assistance, program evaluation, training, and/or grants management. </li><li>Unrestricted Driver's License </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Four years direct experience in public health, business administration, organizational development, health sciences or social sciences. </li><li>Experience with federal entities such as: (CMS, CDC, NIH, EPA, etc.). </li><li>Experience with database and spreadsheet management. </li><li>Ability to interact professionally with stakeholders at the local, state and federal levels. </li><li>Experience coordinating or providing support to community programs. </li><li>Ability to research, organize, and present health information and related materials. </li><li>Excellent interpersonal skills; ability to build and maintain professional relationships. </li><li>Demonstrated ability to prepare grant proposals, reports, and other written documents. </li></ul> <p>Post-Offer, Pre-employment Requirements:</p> <ul> <li>Must be able to pass a background check prior to employment. </li></ul> <p>Recruiter Contact Information</p> <p>KDADS - Human Resources Recruiter</p> <p>503 S.
