Solicitations and contract administration range from simple to complex, with multiple projects ongoing simultaneously. The job responsibilities involve the review and administrative aspects of the solicitation process in consultation with the team manager, but not limited to the following: </p> <ul> <li>Preliminary and award review of all assigned State entity solicitation projects that are above entity delegation, for simple Invitations for Bids (IFB) or Requests for Quotes (RFQ), etc. Conduct market research to determine industry structure, trends, leading practices, and preemptive recommendations that could reduce costs or make the process more efficient. Partnering and collaborating with the agency on procurement project approach, solicitation draft effectiveness, evaluation, and award </li><li>May occasionally assist with the contract management of Statewide Term Contracts (STC) and contract documents, throughout their lifecycle, to include participation in business reviews with contracted Vendors, and administrative duties to maintain contractual performance documentation. </li><li>Perform other duties as assigned by the Service Team Manager, which may include tasks such as conducting market research for STCs, gathering information from stakeholders, organizing specifications, managing procurement files, and supporting administrative contract setup within the State's Ariba NC eProcurement system. Additional responsibilities may include monitoring solicitation processing timelines, preparing reports, and coordinating meetings. </li><li>Participate in all Purchase and Contract professional development initiatives, conferences, and strategic planning, as assigned. </li></ul> <p>Division/Department Overview</p> <p>The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.</p> <p>NOTE: "See Resume" is not acceptable to show work history.</p> <p>MANAGEMENT PREFERENCES:</p> <ul> <li>Knowledge of large-scale procurement methods and procedures </li><li>Ability to collect, prepare, and analyze large amounts of data, to arrive at fact-based decisions. </li><li>Ability to engage in fact-based strategies, planning, and implementing activities </li><li>Demonstrated experience in conducting market research, analyzing and inquiring, developing, writing, editing, reviewing, and or revising solicitations of simple complexity. </li><li>Experience with Microsoft Excel, PowerPoint, Word, SharePoint, and Teams </li></ul> <p>Necessary Special Qualification: Completion of the North Carolina Purchaser (NCP) and North Carolina Contract Manager (NCCM) training program within one (1) year of hire into position.Some state job postings say you can qualify by an "equivalent combination of education and experience."
