<p>Type:Full TimeSalary/Pay Rate:$50,000-$55,000/yearPosted Date:07/09/2025</p> <p>Operations and Planning Human Services</p> <p>Position Summary</p> <p>The Behavioral Health Services Coordinator is a member of the Behavioral Health team within the Office of Operations and Planning. This position is responsible for coordinating, planning, monitoring, and contracting the municipal alliance program services across Somerset County. As mandated under Chapter 51, the Coordinator manages the application process for funding from the Governor's Council on Substance Use Disorder (GCSUD), including:</p> <ul> <li>The Municipal Alliance Program, the Municipal Alliance Grant, which supports 12 municipal subgrantees and enables all 21 Somerset County communities to engage in locally driven prevention activities. These efforts are aligned with the County Comprehensive Alcohol and Substance Use Services Grant and the Prevention Unification strategy; and </li><li>Countywide Prevention Education, and </li><li>Assists with contracts and grants under the Mental Health Administrator and County Drug and Alcohol Director. </li></ul> <p>Essential Functions</p> <ul> <li>Oversight of the State GCSUD contract awarded to the County, including the administration of subcontracts with municipalities and consultants, to ensure compliance with all funding requirements and County policies; assists the Division Director with oversight of the County Opiate Settlement Funds. </li><li>Manages the allocation of funds and Request for Proposal (RFP) process for the Municipal Alliance Program, including the development and administration of program specifications, budgets, reporting requirements, and payment procedures. </li><li>Management of the monitoring process for the municipal programs funded through the subcontracts; assisting with monitoring of behavioral-health related Non-Profit Purchase of Service and Chapter 51 subcontracts. </li><li>Ensures a consistent and coordinated approach to contract management, while maintaining programmatic and fiscal compliance with contractual requirements and County policies. </li><li>Facilitates the Local Advisory Council on Alcohol and Drug Use (LACADA) and the County Alliance Steering Subcommittee (CASS); assists in facilitating the Providers Council on Alcoholism and Drug Abuse (PACADA); and supports other Division councils as needed in carrying out their responsibilities. </li><li>Proactively lead and engage in behavioral-health outreach and community presentations that align with program goals and organizational standards, guided by core values prioritizing mental health, harm reduction, stigma-free communities, and peer empowerment </li><li>Actively engage in activities that promote awareness and reduce stigma related to mental health, substance use, disabilities, or any social issues relevant to the Somerset County Stigma Free Initiative. </li><li>Leads collaborative efforts to develop and implement prevention strategies for older adults, including convening the Substance Awareness and Guidance for Elders (SAGE) Prevention Collaboration, to promote substance use awareness, education, and healthy aging. </li><li>Attends county council and community provider meetings, including but not limited to Healthier Somerset, Overdose Fatality Review, and ASAP, to support coordination, collaboration, and information sharing. </li><li>Works collaboratively with the Youth Services Commission (YSC) Coordinator within the Office of Youth Services. </li><li>Responsible for performing daily administrative functions such as word processing, filing, copying, emailing, etc. </li><li>Performs other related duties as assigned by the Mental Health Administrator or other related Divisional/Departmental management. </li></ul> <p>Essential Qualifications</p> <ul> <li>Bachelor's degree from an accredited college or university in social services, social work, or a field of study. </li><li>Knowledge of substance use and mental health prevention programming. </li><li>3 years of experience in substance use disorder or public health prevention, public health models of prevention, and other frameworks including planning and community organizing. </li><li>Experience with grant management and maintaining fiscal and program accountabilities/reporting. </li><li>Skill in the operation of office equipment, including but not limited to, computers, printers, copiers, calculators, etc. </li><li>Skill in using computer applications including spreadsheet, database, and word processing software. </li><li>Ability to analyze and prepare documents, reports, and correspondence. </li><li>Skill in public speaking and delivering presentations to individuals and groups. </li><li>Ability to communicate professionally in person, over the phone and via other electronic methods. </li><li>Valid and current NJ driver's license </li></ul> <p>Preferred Qualifications</p> <ul> <li>Master's Degree in Human Services, Social Work, Public Administration or Public Health with a background in substance use prevention. </li><li>Knowledge of drug/alcohol issues particularly in the areas of prevention, education and intervention, community organizing and planning and monitoring processes. </li><li>5 years of experience in substance use or public health prevention. </li><li>2 years contracting, monitoring non-profit/grant funded management experience. </li><li>Certified Prevention Specialist (CPS) or willing to work towards certification </li></ul>
