<p>Position Type:</p> <p>Finance</p> <p>Date Posted:</p> <p>2/10/2026</p> <p>Location:</p> <p>Town Hall</p> <p>Closing Date:</p> <p>03/10/2026</p> <p>  Additional Information: Show/Hide</p> <p>Town of Vernon</p> <p>Department: Finance Bargaining Unit: Non-Union</p> <p>Title: Assistant Finance Officer</p> <p>Salary: $94,885.50 - $120,744.16 (Compensation will be determined based on qualifications and experience)</p> <p>Hours: 35 hours/week - Monday, 8:00-4:30, Tuesday 8:00-7:00, Wednesday 8:00-5:00, Thursday 8:00-4:30</p> <p>Position Definition: Plans, organizes and manages the accounting system; responsible for financial reporting; provides cash management oversight; and is responsible for grant / project monitoring and reporting under direction of the Finance Officer. Assumes the duties and responsibilities of the Finance Officer, when requested.</p> <p>Supervision Received: Receives general direction from the Finance Officer; plans and implements work according to fiscal schedule; and works independently with responsibility for establishing priorities within work assignment.</p> <p>Supervision Exercised: Provides specific and general task supervision to financial support and clerical staff. Provides training to staff as necessary or as requested by the Finance Officer.</p> <p>Examples of Essential Duties: Coordinates or assists in all accounting functions and accounting changes; Monitors accounts payable, accounts receivable, payroll and budget activities; Prepares a variety of financial reports including monthly, quarterly, periodic and annual status reports for all funds and projects. Responsible for the preparation of the Annual Comprehensive Financial Report and other externally required financial and compliance reports as necessary. Assists in budget preparation, including expenditure and revenue projection, overview and analysis. Compiles and records periodic, month and year-end journal entries. Reviews reports prepared by staff. Prepares and/or reviews bank statement reconciliations. Reviews status of investments for proper cash flows and allocates and records investment income to proper funds. May perform all duties of the Assistant Treasurer, including the investing of funds, as necessary. Analyzes fund expenditures against approved appropriations and contracts. Maintains special grant activity and monitors grants for budget and program compliance. May be authorized to review and approve purchase requisitions and purchase orders as necessary. Coordinates the external annual audit with interdepartmental staff and assists external auditors by compiling necessary statistical and program information. Performs internal audits of department expenditures, revenues and accounting procedures. Maintains fixed asset, pension and accrued benefits accounting records. Collects and analyzes health/medical and workers compensation insurance cost data. Serves in all major functions of all departments overseen by the Finance Officer.</p> <p>Examples of Incidental Duties: Assists in the coordination of financial and compliance management of programs and projects with interdepartmental staff. Assists with utilization of data processing applications and design changes in budgeting and other financial management procedures and formats. Performs related work as required.</p> <p>Knowledge, Skills and Abilities Required: Considerable knowledge of the practices of municipal financial analysis and administration, including accounting, budgeting, investing, and the application of data processing systems to financial management. Ability to use spreadsheet, word processing and other software to produce clear, concise reports. Ability to communicate effectively both orally and in writing and to develop effective relationships with staff, public officials, non-profit agencies, financial institutions and auditors.</p> <p>Minimum Qualifications Required: The skills and knowledge required would be generally acquired with a Bachelor's degree in accounting, finance, business administration or some closely related field and five years of progressively responsible governmental accounting experience.</p> <p>Physical Exertion / Environmental Conditions: Performs duties in an office environment. Routinely and intermittently exposed to computer screen. May be required to lift medium weights, for example ledgers, office supplies, etc. Some degree of stress in public contact.</p> <p>License or Certificate: Connecticut Motor Vehicle Operator's license desirable.</p> <p>Note: The above tasks and responsibilities are illustrative only.
