<p>ABOUT FRANKLIN COUNTY COMMUNITY BASED CORRECTIONAL FACILITY:</p> <p>The Franklin County Community Based Correctional Facility (CBCF) is a minimum security, American Correctional Association (ACA) accredited, residential prison diversion program for adult male offenders. The Franklin County CBCF is a 180-bed facility that houses adult male offenders (referred to as "residents") for a maximum of 180 days. The CBCF believes community safety is of upmost importance. Second is targeting residents' criminogenic needs via intense cognitive behavioral programming in an effort to reduce their likelihood of recidivating. Our Values are Integrity, Dignity, Commitment, and Collaboration.</p> <p>Please visit our website for more information https://cbcf.franklincountyohio.gov/</p> <p>Position Summary and Purpose:</p> <p>The Facilities Manager at the Franklin County Community-Based Correctional Facility (CBCF) is a leadership position responsible for the overall safety, security, cleanliness, and operation of the physical plant and grounds as well as the operations of the facility's food service department, facilities department, and fleet vehicles. Reporting directly to the Administrator of Facility Operations, this role assists with the development, implementation, and evaluation of the facility's maintenance, housekeeping, and waste disposal plans and ensures strict adherence to these plans. The Manager also maintains responsibility over the food service department, ensuring state and local health codes are adhered to and the facility complies with all National School Lunch Programs standards. The Manager will ensure these services are delivered efficiently while maintaining compliance with accreditation standards, including, but not limited to the American Correctional Association, Prison Rape Elimination Act, and ODRC's Bureau of Community Sanctions; and federal, state, and local laws. The Manager will support the facility's mission by fostering a collaborative environment focused on rehabilitation and successful reintegration. This includes coordinating and implementing policies, procedures, and protocols related to facility and food service operations. Furthermore, the Manager is responsible for supporting ongoing staff development through training, performance evaluations, and coaching to ensure alignment with facility goals, staff professional development goals, and performance standards.</p> <p>General Responsibilities / Essential Job Functions:</p> <p>Oversight of Facilities and Food Service Staff</p> <ul> <li>Provide guidance and leadership to the Food Service Supervisor, Food Service Specialists, and Facilities Specialist, ensuring facilities staff maintain a safe, secure, and sanitary environment for residents, staff, and visitors. </li><li>Monitor and assess the performance of the Food Service Supervisor, Food Service Specialists, and Facilities Specialist in completing the daily activities expected of each position. </li><li>Monitor compliance with facility policies, procedures, and security protocols. </li><li>Assist staff in effectively managing critical incidents, emergency responses, and de-escalation situations. </li><li>Conduct performance evaluations, provide coaching, and implement corrective actions for operational staff as necessary. </li><li>Conduct regular meetings and staff training to ensure effective communication among department. </li><li>Collaborate with leadership to address operational challenges and ensure alignment with facility goals. </li></ul> <p>Facility Compliance</p> <ul> <li>Assist with the preparation, submission, and maintenance of required licensures through the Ohio Department of Health, Columbus Department of Health, Columbus Fire Department, and other governing authorities, ensuring </li><li>Ensure compliance with all regulatory requirements such as, fire codes, fire suppression maintenance, fire alarm maintenance, food service licensing, and other inspection requirements. </li><li>Ensures that the facility's housekeeping, maintenance, and waste disposal plan is strictly adhered to buy supervised staff members. </li><li>Directly supervise the Food Service Supervisor, Food Service Specialist, Facilities Specialist, and contracted maintenance staff. Manage, provide oversight, and ensure compliance for the job duties of each supervised department. </li><li>Conduct regular quality assurance of the facility to ensure compliance and cleanliness in all assigned areas and departments including chemical counts and logs, tool accountability and logs, cleanliness of the facility grounds, and equipment. </li><li>Provide oversight of tool and key inventory, fire extinguishers, vehicle services, and all required inspections and audit related material. </li><li>Maintain and track facility logs to oversee facility movement, special incidents, and routine occurrences. </li><li>Oversee the operational schedule to ensure proper shift coverage. </li><li>Prepare and review special incident reports to ensure compliance with agency and regulatory standards. </li><li>Oversee and review facility shift reports to monitor resident movement. </li><li>Promptly communicate safety and security concerns to leadership and other appropriate parties. </li><li>Responsible for the overall maintenance and operation of the facility's vehicle fleet and provides oversight of vehicle cleanliness, equipment, and maintenance. </li></ul> <p>Safety and Security</p> <ul> <li>Plan, coordinate, and oversee all safety and security protocols related to the facility's physical plant and grounds. </li><li>Participate in scheduled and unscheduled facility-wide searches, shakedowns, and other contraband control activities to maintain a secure environment. </li><li>Conduct weekly facility inspections to identify and address safety hazards, sanitation issues, or security vulnerabilities. </li><li>Assist with the facility's annual vulnerability inspection, documenting findings and implementing corrective actions in collaboration with leadership. </li><li>Ensure compliance with all security-related policies, tool control measures, key control systems, and contraband prevention protocols. </li><li>Train staff on search procedures, inspection standards, and emergency safety protocols to ensure consistency and compliance. </li><li>Promptly document and report any safety or security concerns, deficiencies, or incidents to leadership and relevant oversight agencies. </li></ul> <p>Food Service Compliance</p> <ul> <li>Oversee the use of items allocated to the National School Lunch Program and ensure compliance with NSLP standards and related paperwork expectations. </li><li>Maintains facility compliance with regulatory requirements such as, fire hood inspections, Columbus Public Health's Fats Oils, and Grease (FOG) program, and the Ohio Uniform Food Safety Code. </li><li>Ensures compliance with food safety, sanitation, and health regulations. </li><li>Respond to resident feedback and resolve complaints related to the food service department. </li><li>Conduct regular quality assurance of the food service areas to ensure compliance and cleanliness in all assigned areas including chemical counts and logs, tool accountability and logs, cleanliness of the food service area, cooler and freezer temperatures, and date marking. </li></ul> <p>Additional Duties</p> <ul> <li>Develop policies, procedures, and protocols related to facility operations. </li><li>Participate in staff recruitment, onboarding, and ongoing training programs. </li><li>Maintain accurate documentation and reports related to facility operations. </li><li>Identify and implement strategies to improve operational efficiency and service delivery. </li><li>Perform other duties as assigned. </li></ul> <p>Other Job Requirements:</p> <ul> <li> <p>Completes minimum training requirements and participates in seminars and continuing education programs when appropriate and feasible.</p> </li><li> <p>Serves as a representative of the CBCF when directed.</p> </li><li> <p>Valid driver's license required.</p> </li></ul> <p>Minimum Qualifications and Skills:</p> <ul> <li>Bachelor's degree in the field of Criminal Justice or Social Science. </li><li>One (1) to three (3) years' experience supervising/managing personnel preferred. </li><li>Strong leadership and organizational skills. </li><li>Knowledge of behavior management systems, de-escalation strategies, and therapeutic alliance. </li><li>Experience in supervising security operations and ensuring compliance with safety protocols. </li><li>Excellent communication and conflict resolution skills. </li><li>Ability to analyze data and recommend solutions to improve outcomes. </li></ul> <p>Benefits:</p> <p>Medical, dental, vision, prescription drug, behavioral health, life insurance plans, and wellness incentives;
