<p>JOB TITLE: Supervisor of Human Resources REPORTS TO: Director of Human Resources LOCATION: Worcester Public Schools, Worcester, Massachusetts POSITION PURPOSE: To provide strategic leadership in Human Resources by developing, implementing, and managing long-range recruitment and retention plans. This role is crucial for building a diverse and highly qualified staff pipeline that supports the Worcester Public Schools' vision and strategic direction, specifically focusing on talent acquisition, staff retention, and new employee orientation. The Worcester Public Schools believes that effective leaders are:</p> <ul> <li>Curious Learners who inspire others and commit to continuous improvement in pursuit of professional growth. </li><li>Effective Communicators who foster trust and collaboration through clear, purposeful communication that inspires connection, innovation, and shared success. </li><li>Empowered Leaders who co-create an environment where individuals feel valued, supported, and inspired to work toward a shared vision. </li><li>Problem Solvers who engage teams to tackle complex challenges and create future-ready learning environments. </li><li>Engaged Community Members who actively build relationships, honor the history and resilience of the communities they serve, and strengthen the capacity of all members to contribute to their schools and neighborhoods. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <ul> <li>Master's Degree in Education, Human Resources, or a related field. </li><li>Three (3) year's experience planning and implementing high quality programming and professional development for adult learners. </li><li>Experience with the Massachusetts Department of Elementary and Secondary Education educator licensure process. </li><li>Demonstrated ability to use multiple formats of communication to express complex ideas and data clearly and meaningfully to a variety of audiences. </li><li>Demonstrated ability to build and develop well-designed solutions and systems for long-term impact and continuous improvement. </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Five (5) or more years of successful experience in a school, public sector, or non-profit setting. </li><li>Massachusetts Department of Elementary and Secondary Education licensure as an educator or administrator. </li><li>Three (3) or more years of experience leading teams through collaborative work that meets specified goals and timelines. </li><li>Experience interpreting, applying, and engaging with collective bargaining agreements and units. </li><li>Experience with public relations and media engagement. </li><li>Knowledge of federal and state employment regulations, including Title IX, Equal Employment Opportunity Commission (EEOC), and Massachusetts Commission Against Discrimination (MCAD). </li><li>Fluency in one or more of the Worcester Public Schools' high-frequency languages: (Spanish, Vietnamese, Portuguese, Albanian, Arabic, Nepali, and Twi). </li></ul> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Strategic Recruitment and Talent Acquisition</p> <ul> <li>Collaboratively develop and implement a comprehensive, annual recruitment strategy to build a high-quality pipeline of prospective teachers and administrators from the Worcester community and beyond. </li><li>Analyze and report on the effectiveness of all recruitment activities, marketing, and communication efforts to inform strategic planning. </li><li>Build and maintain deep relationships with key internal and external partner departments and organizations, including other WPS departments, universities and community groups, to reach target applicants and cultivate development strategies. </li><li>Develop and coordinate all recruitment outreach efforts, using current and innovative practices. </li><li>Create, support, and maintain a "high need list" of hard-to-fill positions and prioritize interviews for qualified candidates in these areas. </li><li>Review resumes and credentials, interview, and assess candidates in partnership with hiring managers to ensure appropriate skills, experience, and knowledge. </li><li>Manage and coordinate all aspects of the practicum, internship, and volunteer processes. </li></ul> <ol start="2"> <li>Retention, Development, and Administration </li></ol> <ul> <li>Create and implement advancement pathways for internal staff development. </li><li>Oversee the management of the organization's mentorship program and ensure timely and accurate data reporting to the Department of Elementary and Secondary Education (DESE). </li><li>Lead the planning and logistics for annual new staff orientation events. </li><li>Develop and implement proactive and creative recruitment strategies/tools to source, assess, and pre-qualify highly preferred job candidates, working closely with hiring managers. </li><li>Write, edit, develop, and produce compelling print and digital publications for recruitment and retention efforts that enhance the WPS brand. </li></ul> <ol start="3"> <li>Compliance and Equity </li></ol> <ul> <li>Ensure the implementation of best practices for equitable and diversity-focused recruitment and candidate sourcing. </li><li>Maintain responsibility for providing equal educational and employment opportunities to all individuals regardless of protected class. </li><li>Maintain accurate and well-organized documentation in the organization's database on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure a safe and thorough audit trail. </li><li>Perform other duties as assigned. </li></ul> <p>WORK YEAR and WORK DAY: This is a full-year, exempt position subject to the non represented employee benefits package. The typical workday is 8:30 a.m. - 4:30 p.m., with additional hours required to fulfill position responsibilities.</p>
