<p>Job Description:</p> <p>POSITION TITLE: Vice President of Economic and Business Development</p> <p>DEPARTMENT: Economic and Business Development</p> <p>REPORTS TO: President of Bristol Community College</p> <p>POSITIONS SUPERVISED: Economic and Business Development staff members, including but not limited to, employees in the areas of Adult Education, Business Solutions and Partnerships, and the National Offshore Wind Institute.</p> <p>POSITION STATUS: This is a full-time, non-unit position with benefits, some nights and weekends required.</p> <p>SALARY: Hiring Salary Range $165,431.68 - $173,806.66</p> <ul> <li>Hiring salary commensurate with education and experience. </li></ul> <p>STATEMENT OF DUTIES:</p> <p>The Vice President of Economic and Business Development (EBD) is a member of the President's Leadership Team and provides executive-level strategic vision, leadership, and administrative direction to Bristol Community College's initiatives related to economic and business development. These areas include, but are not limited to, providing administrative direction and supervision of business solutions and partnerships, workforce training, educational and governmental entities, career and technical pathways, offshore wind, industry related projects, and oversite of the educational centers, in addition to assessing the economic development, and workforce needs of the region.</p> <p>EXECUTIVE LEADERSHIP AND SUPPORT:</p> <ul> <li>Provides leadership in developing, implementing, and maintaining course curriculum and training programs that respond to community needs and prepare students for workforce success to the college's Economic and Business Development area, which includes the divisions of Adult Education, Business Solutions and Partnerships, and Workforce Development Center which houses the National Offshore Wind Institute, known as NOWI. </li><li>Serves as a member of the President's Leadership Team, and works closely with Academic Affairs, Student Services and Enrollment Management, and Marketing and Communications to develop and implement a corporate business strategy to that workforce development opportunities to support student growth and access to pathways within the college. </li><li>Partners with the vice president over credit instruction to create and maintain pathways between non-credit and credit instruction. </li><li>Collect and analyze data to make informed decisions about non-credit program opportunities in order to create and maintain apprenticeship programs that fulfills and serves the business needs of the community partners. </li><li>Offers vision and expertise to Economic and Business Development area management and staff. </li><li>Develop and support a culture of shared governance, trust, respect, diplomacy, and transparency for all college constituents. </li><li>Develop a positive, productive and noticeable profile within the region, including business partners and other educational institution to support economic development through engagement with prospective, new, and existing businesses and industries. </li><li>This position has exposure the college Board of Trustees. </li></ul> <p>MANEGEMENT AND SUPERVISORY DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Responsible for the management and direct supervision of personnel, including director-level and administrative employees, and indirectly supervises other levels of management, professional, and instructional staff classifications. </li><li>Sets vision and strategic objectives for the Economic and Business Development area; routinely assesses the progress and performance of the team in the achievement of objectives and key results. </li><li>Evaluates the performance of direct reports and sets performance standards across the EBD area, providing coaching, support, and development of direct and indirect reports as needed. </li><li>Understands the unique needs of all areas under the position's leadership and facilitates integrations and coordination between them to achieve strategic goals. </li><li>Leads the area in prioritizing goals, initiatives, grants, programs, projects, and partnerships. </li><li>Responsible for the fiscal stewardship of the Economic Development and Business area, which includes accountability for a $6.5 million operating budgets of local, state, federal, and private funding. </li><li>Seek and manages alternative funding sources, which may include grants, donations, or self-supporting mechanisms. </li></ul> <p>ECONOMIC AND BUSINESS DEVELOPMENT RESPONSIBILITIES:</p> <ul> <li>Lead the college's economic and workforce development programs through forming effective public-private partnerships, including those with workforce organizations, chambers of commerce, MassHire workforce and career centers, and other industry-focused organizations. </li><li>Ensure programs are driven by industry needs and delivered to prepare students with the skills needed to succeed in the local economy. Develop plans and strategies to assess the quality and effectiveness of these programs. </li><li>Lead the development and implementation of the area's communication plan to raise awareness of programs and increase participation in workforce development programs. </li><li>Responsible for public relations on behalf of the area, including to community stakeholders and private partners. </li><li>Collaborate with the Bristol campus community; serve on councils and committees to support college wide activities. </li><li>Promote a positive and inclusive work environment that supports the professional growth of staff while fostering a commitment to service excellence. </li><li>Lead regional discussions with stakeholders regarding business assistance, workforce and talent development, industry cluster development, and policy issues. </li><li>Perform other duties as assigned. </li></ul> <p>Requirements:</p> <p>EDUCATION AND EXPERIENCE REQUIRED QUALIFICATIONS:</p> <p>NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.</p> <ul> <li> <p>Minimum of a bachelor's degree (or eight (8) years of additional relevant experience in lieu of a degree) in business, public administration, management, or related field.</p> </li><li> <p>A minimum of 10 years in leadership, within a higher education environment; including a demonstrated history of progressively responsible leadership and administrative experience, with at least four (4) years in an economic and business development position; or,</p> </li><li> <p>An equivalent combination of education and experience.</p> </li><li> <p>Experience managing a diverse portfolio of economic and business development areas, such as but not limited to training, professional development, and adult education.</p> </li><li> <p>Demonstrated understanding of municipal, state, federal, and private workforce development partnerships and funding opportunities that support area operations.</p> </li><li> <p>Understanding of labor market and business assessments, including how to respond to emerging industry or regional needs.</p> </li><li> <p>Demonstrated ability to collaborate with internal and external constituents to build effective relationships.</p> </li><li> <p>Experience managing personnel, programs, budgets, and divisions that are complex in nature.</p> </li><li> <p>Effective verbal and written communication skills and demonstrated tact and diplomacy when presenting to different audiences.</p> </li><li> <p>Excellent organizational, technical, analytical, and leadership skills with ability to manage work priorities and assignments in a fast-paced, deadline driven environment.</p> </li><li> <p>Demonstrated knowledge in developing and leading a broad array of communication strategies that increase the college's brand.</p> </li><li> <p>The ability to work effectively with a diverse student body, faculty, and staff.</p> </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Doctorate within a related educational field </li><li>At least three-five (3-5) years of experience with in a Community College environment. </li><li>Demonstrated experience focused on adult education, partnerships, or offshore wind. </li><li>Demonstrated commitment to the principles of shared governance and transparency. </li><li>Working knowledge of collective bargaining environments and practices. </li><li>Experience developing future projected career pathways, with a focus on underserved populations. </li><li>Demonstrated experience in a collective bargaining environment. </li><li>Robust understanding and demonstrated inclusion of access, equity, and student success practices. </li></ul> <p>PHYSICAL DEMANDS AND WORK ENVIRONMENT:</p> <p>The employee must meet the physical demands and work environment of the position.
