The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. </p> <p>What you'll be doing:</p> <p>This position serves as the primary contact and staff authority in the development, applications, and utilization of policy, based upon Department principles and standards pertaining to the Long-Term Care facilities-based programs that are administered by the Department. The duty of managing these policies requires the position to research and direct management on best practices; identify, address, and direct management on benefit, regulatory, or policy gaps; solicit participation and respond to written and verbal input from providers, clients, and stakeholders throughout the benefit policy development process; and assess current and future benefit policies to meet the Department's expectations for a high level of efficiency, economy, and quality of care. Directs management on specific submissions and develops written correspondence to the Centers for Medicare and Medicaid Services (CMS) in relation to coordination and compliance of skilled nursing facility operations. The position is required to attend off-site meetings at other agencies, meet with stakeholders and providers, attend occasional off-site trainings, and present benefit policy information at various conferences and presentation venues. The position provides data analysis for fiscal planning and reporting, federal and state reporting, and other requests. The position also provides training and technical assistance to providers, case managers, clients, and other stakeholders regarding program operations. In addition, the position participates in quality assurance an oversight of contracts and services related to skilled nursing facility operations and reimbursement.</p> <p>Residency Requirement:</p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>Class Code & Classification Description:</p> <p>H1R4XXPOLICY ADVISOR IV</p> <p>MINIMUM QUALIFICATIONS:</p> <p>There are two ways to qualify for this position:</p> <p>Option 1:</p> <p>Experience Only:</p> <p>Seven (7) years of experience in long-term services and supports, policy analysis, policy creation, public health, or in an occupation related to the work assigned to this position. </p> <p>OR</p> <p>Option 2:</p> <p>Education and Experience:</p> <p>A bachelors degree from an accredited institution in Health Care Administration, Business Administration, Public Health and Social Work or a related field and three (3) years of professional experience in long-term services and supports, policy analysis, policy creation, public health, or in an occupation related to the work assigned to this position. </p> <p>Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:</p> <ul> <li> <p>An associate will count as two years of experience</p> </li><li> <p>A bachelors will count as four years of experience</p> </li><li> <p>A masters degree will count for six years of experience</p> </li><li> <p>A doctorate or juris doctorate degree will count for seven years of experience</p> </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li> <p>Prior state experience related to the duties of this position</p> </li><li> <p>Previous Nursing Facility experience</p> </li><li> <p>Previous Medicaid Policy experience</p> </li><li> <p>Previous Colorado State Government experience</p> </li></ul> <p>Highly Desired Knowledge, Skills and Abilities:</p> <ul> <li>Strong written and verbal skills; such as writing regulations, educational materials, processes and policies, documenting and articulating processes during difficult situations, and conducting training programs </li><li>Must be able to balance and adjust the priority of work assignments to meet external and internal deadlines and ensure high-quality work product; including contract procurement and management </li><li>Strong research skills to understand when regulations or policies may need to be revised, when there needs to be stakeholder input, and when data research is leading to possible changes in utilization that affect budget </li><li>Strong leadership skills, especially for stakeholder meetings where gaining input and explaining limits is crucial </li><li>Strong computer skills in various systems such as Google and Microsoft Suites </li></ul> <p>DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. </p> <p>CONDITIONS OF EMPLOYMENT:</p> <ul> <li>All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment. </li><li>Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application. </li></ul> <p>Appeal Rights:</p> <p>An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.</p> <p>As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.</p> <p>Review of the completed, signed, and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative.
