<p>Job Title: Right-of-Way (ROW) Supervisor</p> <p>Right of Way (ROW) / Land Supervisor</p> <ul> <li>Electric & Gas Utility Projects </li><li>Location: Madison, WI (Onsite) </li><li>Compensation: $310-$340/day + GSA Per Diem ($178/day) </li><li>Per Diem & Mileage: Provided </li><li>Duration: Long-term, multi-year, ongoing work </li></ul> <p>Position Overview</p> <p>We are seeking an experienced Right of Way / Land Supervisor to support electric and gas utility infrastructure projects based out ofMadison, Wisconsin. This is a hands-onleadership role overseeing ROW staff, managing land acquisition activities, andensuring regulatory and legal compliance across multiple projects.This position sits above ROW Agents and Land Specialists andplays a critical role in execution, risk management, and coordination with utility project teams.</p> <p>About the Company</p> <p>This opportunity is with a nationally established consulting firm that operates and manages large-scale Right-of-Way programs in support of electric and gas utility infrastructure. The Madison, Wisconsin office serves as a key regional hub, supporting long-term, multi-year utility programs with consistent project volume and stable funding. The organization is known for its structured ROW processes, strong field leadership, and dedicated support teams that handle research, title, and administrative functions-allowing ROW leaders to focus on execution, risk management, and stakeholder engagement. Candidates who join this team benefit from long-term program stability, close collaboration with utility partners, and the opportunity to play a visible leadership role on complex, high-impact projects.</p> <p>Core Purpose of the Role</p> <p>The Land Supervisor ensures that electric and gas utility assets can be legally built, operated, and maintained by:</p> <ul> <li>Leading and mentoring ROW personnel </li><li>Overseeing land acquisition strategies </li><li>Managing risks tied to property rights and access </li><li>Ensuring compliance with PSC requirements, eminent domain laws, and utility policies </li></ul> <p>This role balances people leadership, project delivery, and regulatory responsibility in a fast-paced utility environment.</p> <p>Key Responsibilities</p> <ol> <li>Supervision & Team Leadership </li></ol> <ul> <li>Supervise ROW Agents, Land Agents, and Land/Document Specialists </li><li>Assign parcels and territories to agents </li><li>Monitor workload, schedules, productivity, and performance </li><li>Review negotiations to ensure consistency, accuracy, and risk mitigation </li><li>Mentor and develop junior ROW staff </li></ul> <p>Productivity expectations: ROW Agents should be makingcontact (phone or in-person) with approximately 10 landowners per day.</p> <ol start="2"> <li>ROW Strategy & Project Execution </li></ol> <p>Support land acquisition efforts for:</p> <ul> <li>Electric transmission and substation projects </li><li>Distribution line upgrades </li><li>Gas main replacements and system extensions </li><li>Regulator, valve, and station installations </li></ul> <p>Responsibilities include:</p> <ul> <li>Developing acquisition strategies (voluntary agreements vs. condemnation) </li><li>Aligning ROW schedules with construction and project timelines </li><li>Identifying risks early (holdouts, sensitive property owners, municipalities) </li><li>Escalating complex issues to legal counsel or sr leadership </li></ul> <ol start="3"> <li>Regulatory & Legal Compliance </li></ol> <ul> <li>Ensure all land activities comply with PSC rules, tariffs, and utility standards </li><li>Support eminent domain and condemnation processes when required </li><li>Coordinate closely with internal and external legal counsel </li><li>Oversee proper handling of appraisals, compensation, notices, and documentation </li></ul> <ol start="4"> <li>Landowner & Stakeholder Escalation Management </li></ol> <ul> <li>Step in on difficult or high-profile landowner negotiations </li><li>Handle sensitive engagements involving municipalities, tribal lands, or institutional property owners </li><li>Coordinate communication with public affairs or stakeholder relations teams </li><li>Assist with dispute resolution during construction and restoration phase </li></ul> <ol start="5"> <li>Cross-Functional Coordination </li></ol> <p>Work closely with:</p> <ul> <li>Project Management (extensive interaction with utility PMs) </li><li>Engineering and Design teams </li><li>Construction and Operations </li><li>Legal and Regulatory Affairs </li><li>GIS and Land Records teams </li></ul> <p>Qualifications & Experience</p> <p>Required:</p> <ul> <li>Experienced ROW Agent with supervisory or leadership experience </li><li>Prior utility ROW experience (electric and/or gas) </li><li>Strong understanding of land acquisition, eminent domain, and utility ROW processes </li><li>Excellent communication, organization, and reporting skills </li><li>Strong technical and systems proficiency </li></ul> <p>Preferred:</p> <ul> <li>Experience managing high-volume acquisition programs </li><li>Comfort working in a reporting-heavy, fast-paced environment </li><li>Ability to manage multiple projects and competing priorities </li></ul> <p>Job Type & Location</p> <p>This is a Permanent position based out of Madison, WI.</p> <p>Pay and Benefits</p> <p>The pay range for this position is $80600.00 - $88400.00/yr.</p> <p>Company Benefits Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
