Conducts competitive negotiations and formal sealed bidding processes for the procurement of goods and services. Develops and maintains sources of supply and promotes opportunities for all businesses to participate in the University's procurement activities . Provides procurement consultation to University customers and agencies to ensure their acquisition needs are met while maintaining compliance with Commonwealth procurement laws and University policy.Conduct procurement of goods and services while adhering to Commonwealth legislation specific to procurement statutes for Institutions having achieved Level II delegated authority. Implements strategies as directed for vendor, product, cost, contract, commodity and spend analysis to support contract development and subsequent contract management goals and objectives. Work collaboratively with campus departments to ensure the acquisition of needed goods/services are conducted in a timely, efficient manner.</p> <p>Type of Recruitment</p> <p>Knowledge, skills and abilities Thorough knowledge of microcomputer software programs and systems.Considerable knowledge of procurement policies, processes and procedures.Considerable knowledge of general business practices relating to procurement.Basic knowledge of technical writing techniques and ability to draft detailed specifications, contracts, reports, and letters.Excellent oral and written communication skills.Excellent customer services skills, organization and time management skills.Demonstrated ability to follow instruction with little supervision and in a fast-paced, multitask environment.Demonstrated ability to use computers and standard business software, proficient keyboarding skills.Ability to apply policies and guidelines by understanding and interpreting procurement law, policies, processes and technical materials.</p> <p>Special licenses, registration or certification Virginia Association of State College and University Purchasing Professionals (VASCUPP) Certification within two years of hire.Certified Professional Public Buyer (CPPB) certification by National Institute of Governmental Purchasing (NIGP) within two years of hire.</p> <p>Education or training Bachelor's degree in Business, Accounting, Public Administration, or related field preferred; or equivalent experience. Training in eVA, ERP tools, and procurement systems preferred.</p> <p>Level and type of experience Considerable experience in a position requiring the application of excellent customer service and communication skills.Working experience involving analysis, contract and report development and review, and a variety of procurements of goods and services.Some experience working in procurement.</p> <p>Additional Considerations (supplemental knowledge, skills, abilities, education, experience, licensure, certification) Extensive knowledge of word processing, database, and spreadsheet software.Considerable knowledge of business practices concerning procurement and reporting.Working knowledge of Commonwealth procurement laws, practices and procedures in a governmental procurement environment.Working knowledge of eVA and experience working in eVA or electronica procurement system.Working knowledge of Banner or equivalent information management system.Demonstrated ability to evaluate detailed information and data and ability to analyze complex situations and make recommendations.Demonstrated ability to conduct spend analysis and make recommendations.Ability to formulate and assemble complex reports and documents.Some experience working as a procurement officer in higher education.Some experience working in state or local government and/or experience working in a higher education procurement environment.Ability to work in a dynamic, fast-paced environment while maintaining exceptional customer service</p> <p>Conditions of Employment Business hours are 8:00am to 5:00pm.This position is required to complete a Statement of Personal Economic Interest upon hire in accordance with the Code of Virginia.This is an open until filled recruitment.
