<p>Technical Program Manager, working title Water Well Construction Technical Program Manager</p> <p>Bureau of Water Use Regulation</p> <p>Job Summary: Professional work providing oversight to the water well construction program.</p> <p>Job duties include:</p> <ul> <li>Provides oversight of all water well construction activities including permit issuance and compliance. Ensures accuracy and quality of water well construction permits, requests for additional information and other staff correspondence with the public; issues permits; provides technical guidance; verifies completeness and accurate processing of applications in EReg; establishes key metrics and tracks progress, manages issues while providing excellent customer service; effectively communicates and coordinates with Supervising Hydrologists; CUP Program Manager, Legal Staff, and Bureau Chief; provides for excellent time management. </li><li>Coordinates Well Driller Advisory Group meetings, provides training to Water Well Construction delegated Counties and other entities. </li><li>Conducts audits of Water Well Construction delegated counties to ensure consistency with District rules and regulations. </li><li>Coordinates with FDEP and other Districts on consistent water well construction activities. </li><li>Provides input on planning and developing systems and procedures for the efficient and effective operation of the Bureau. </li><li>Defines, documents and shares business processes; positively influences other staff; effectively communicates up and down Bureau and Division structure. </li></ul> <p>Skilled In:</p> <p>Oversight of technical staff evaluating Water Well Construction permits; Mentoring and training staff on water well construction; documenting and sharing business processes; Managing and completing multiple tasks under specific timeframes; Organizing multiple projects and deadlines; Effectively communicating complex policy and technical information to internal and external customers; Using District regulatory software; Conflict resolution and negotiating; Working effectively with others of differing viewpoints to arrive at solutions.</p> <p>Knowledge of:</p> <p>Florida geology and hydrogeology and well construction.</p> <p>Minimum Qualifications:</p> <p>A bachelor's degree from an accredited college or university in one of the natural, biological, physical, or engineering sciences and five years of experience in water resource management, one of which must be leading a project team, coordinating activities of a workgroup, or serving as a team lead.</p> <p>Professional experience as described above can substitute on a year-for-year basis for the required college education.</p> <p>Physical Requirements/Working Environment:</p> <p>Mostly in an office environment, sitting at a desk and operating a personal computer to produce work products with some field visits as required. Field visits would require enduring outdoor environments in uncomfortable temperatures, inclement weather, and remote locations. Travel within the District's 18-county area.</p> <p>License:</p> <p>Valid State of Florida Driver's License.</p> <p>Additional Details:</p> <p>Starting Salary Range: $75,753.60 - $98,467.20</p> <p>Starting salary is based on qualifications and experience.</p> <p>Benefits include Florida Retirement System, paid parental leave, health insurance, dental insurance, life insurance, long-term disability, paid leave and holidays, professional development, wellness program, and eligible for public service student loan forgiveness program.</p> <p>Your application will receive careful consideration and, if selected for an interview, you will be contacted to schedule an appointment.
