<p>Description</p> <p>The Human Services and Public Health (HSPH) department is seeking a Human Services Program Manager in the Children and Family Services area. The Human Services Program Manager will provide oversight to an area that is a 24-hour operation handling incoming calls from the community regarding allegations of child maltreatment and neglect. This position will also require someone who values strong collaboration and has the knowledge and skill set to manage an area that is connected to all facets of the work being done in Children and Family Services. The preferred candidate will be able to effectively manage and provide leadership to social workers and supervisors, successfully work in a team environment with other managers, and possess the ability to facilitate and reach consensus agreements.</p> <p>The 24 Hour Response Program Manager will oversee the following employees:</p> <ul> <li>Intake (Rapid Response Team (RRT)) are child protection first responders who address immediate threats to the safety of children. Often, RRT staff respond to families in crisis where the crisis is presenting outside regular business hours. During times that RRT staff are not responding to families in the community, they provide additional coverage for Intake duties - receiving, documenting, and processing reports of child maltreatment. The schedules for these positions are set hours that often include non-traditional shift hours (such as four ten-hour shifts, three twelve-hour shifts, etc.) and require working in a 24/7 environment including overnights, weekends, and holidays. </li><li>Intake (Screening) Child Protection Workers work in an intake/screening role for the Child Protection 24 Hour Response Area. The intake/screening role is a remote position that requires the ability to answer calls from the child maltreatment reporting line and complete child maltreatment reports, as well as coordination of crisis response for RRT staff that are on shift with some participation in screen teaming or with the Intake Review Team (IRT). The schedules for these positions are set hours that often include non-traditional shift hours (such as four ten-hour shifts, three twelve-hour shifts, etc.) and require working in a 24/7 environment including overnights, weekends, and holidays. </li></ul> <p>Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Work hours are primarily days, Monday through Friday from 8 a.m. - 4:30 p.m., with quarterly on-call rotations. Some evening and weekend work will be expected and necessary, but this will be rare. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Click here to view the job classification specification.</p> <p>Note: You must attach a resume with your application materials to be considered for this position.</p> <p>In this position, you will:</p> <ul> <li>Plan, organize, direct, and evaluate the overall operation of the Intake/Rapid Response teams, determine the need for program improvements, develop resources and plans to meet such needs, and evaluate service/program outcomes. </li><li>Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion. </li><li>Determine the need for program improvements and develop resources and plans to meet such needs while evaluating service/program outcomes. </li><li>Provide assistance to unit supervisors in resolving employee discipline and other supervisory issues. </li><li>Cooperate and collaborate with other departments and programs, public and private agencies, community groups, and other organizations. </li><li>Provide oversight of the internal multi-disciplinary teams and ensure accuracy in reporting out outcomes. </li><li>Analyze legislation, develop legislative proposals, and recommend changes in policies. </li><li>Provide oversight of mandated reporter trainings for internal and external stakeholders. </li><li>Promote racial equity and addressing disparities within programs and services. </li></ul> <p>Need to have:</p> <p>One of the following:</p> <ul> <li>Seven years or more of supervisory experience in an area related to the position. </li><li>A bachelor's degree in business administration, public administration, healthcare administration, behavioral/social science, public health, and/or a related field and three years or more of supervisory experience in an area related to the position. </li><li>A master's degree or higher in one of the above fields and two years or more of supervisory experience in an area related to the position. </li></ul> <p>Nice to have:</p> <ul> <li> <p>Experience:</p> </li><li> <p>Interpreting and advising staff on child welfare policies, procedures, best practices, and screening maltreatment guidelines.</p> </li><li> <p>Managing large scale operations and programs with oversight from state and federal agencies.</p> </li><li> <p>Supervising or managing teams in a call center environment.</p> </li><li> <p>Working directly with children and families.</p> </li><li> <p>Establishing and maintaining working relationships and using a collaborative approach to problem solving.</p> </li><li> <p>Managing and directing work and staff, including demonstrated ability to inspire and motivate others to work toward a shared vision and lead staff through transformational and cultural shifts.</p> </li><li> <p>Candidates must demonstrate a commitment to promoting diversity, equity, and inclusion in their work and interactions.</p> </li><li> <p>Candidates are expected to engage in ongoing professional development related to DEI.</p> </li></ul> <p>About the department:</p> <p>Human Services delivers a variety of services to individuals or families that assist with basic needs or encourage client change around specific objectives.
