<p>Office of Energy </p> <p>The Office of Energy promotes the efficient use and responsible management of energy in the state. It helps maximize Louisiana's energy potential by exploring all energy sources and by reducing current energy consumption through education, energy-use studies, and demonstrations of energy-efficient technologies.</p> <p>This position is located within the Office of Energy in Baton Rouge, LA. The Federal Energy Program Manager is a senior-level program manager responsible for assisting the Statewide Program Manager 2 in the administration and execution of federally funded energy programs. </p> <p>A bachelor's degree in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus four years of experience in natural resources management, environmental science, computer science, or administrative services; OR</p> <p>A master's degree in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus three years of experience in natural resources management, environmental science, computer science, or administrative services; OR</p> <p>A doctorate in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus two years of experience in natural resources management, environmental science, computer science, or administrative services.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties: </p> <p>This role requires a dynamic professional with a diverse skill set, strong analytical capabilities, and the ability to manage multiple projects across a wide range of energy initiatives. Duties and responsibilities include, but are not limited to the following:</p> <ul> <li>Provides direction and review of funds to ensure proper allocation and expenditure of funds, alignment with budget, and compliance with funding source requirements; monitors performance of contractors and grantees. </li><li>Develops and implements policies and procedures to ensure program/project compliance with applicable laws. </li><li>Provides financial oversight of federal and state energy programs, including fund allocation, budget tracking, and expenditure analysis to ensure accountability and compliance with all funding source requirements. </li><li>Serves as a liaison for all federal and state energy initiatives, collaborating with internal teams, external stakeholders, nonprofit partners, and governmental entities to coordinate energy-related projects and funding opportunities. </li><li>Applies analytical skills to evaluate program performance. </li><li>Prepares, reviews, and submits performance reports, including required quarterly and annual reports to the U.S. Department of Energy (USDOE). </li><li>Develops, drafts, and oversees contracts and procurement instruments, including Requests for Proposals (RFPs), ensuring alignment with program objectives, budgetary constraints, and compliance with federal and state procurement regulations. </li><li>Monitors contractor and subrecipient performance, including timely reporting, adherence to deliverables, and compliance with the scope of work. </li><li>May represent the agency on boards, coalitions, associations, and panels in meetings with private industry, nonprofit organizations, and governmental officials in matters relative to energy. </li><li>Performs other related duties as assigned by the manager. </li></ul> <p>Position-Specific Details:</p> <p>Appointment Type: Probational</p> <p>Career Progression: This position does not participate in a Career Progression Group.</p> <p>Compensation: The salary offered will be determined based on qualifications and experience. </p> <p>Note regarding the advertised pay range: The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the amount we are allowed to pay a new hire.</p> <p>Applicants with knowledge of managing federal grants are encouraged to apply. </p> <p>This vacancy is being announced as a classified position and is open to all qualified applicants.
