<p>Position Summary</p> <p>The Quality Assurance Manager will function as the Quality Assurance Coordinator. The Quality Assurance Coordinator is responsible for ensuring services meet the established standards set by Rehabilitation Services Administration (RSA) and the agency. Quality assurance coordinators are responsible for monitoring, inspecting, and proposing measures to correct or improve an agency's final products and processes to meet established quality standards.</p> <p>Extensive travel is required.</p> <p>Preferred Qualification</p> <ul> <li>Experience working as a Vocational Rehabilitation Counselor </li><li>Experience with Vocational Rehabilitation programs and services, or direct service provided to individuals with disabilities. </li><li>Minium of two-year investigative skills, ability to multitask within an electronic case management system, and the ability to read, interpret, and present policy information for training purposes. </li><li>Proficiency in all Microsoft Office products is required, especially Microsoft Excel and Word. The candidate must effectively communicate orally and in writing. </li><li>Knowledge of and the effective application of grammar, punctuation, and spelling rules is required. </li><li>Knowledge on policy writing. </li><li>Public presentation experience is desired. Management and organizational skills are required, with attention to detail. </li></ul> <p>Job Responsibilities and Expected Results</p> <ul> <li>Develop and modifies agency-wide policies, procedures, and standards related to quality assurance and ensures compliance with state and federal laws and guidelines. </li><li>Read, comprehend, and effectively apply federal, state, and agency policies, procedures, and administrative guidelines to facilitate processes. </li><li>Conduct case reviews, review staff reports of audit findings, and investigate reasons for problems, errors, or lack of quality of services. </li><li>Assist correcting errors entered the Case Management System </li><li>Attend various meetings regarding quality assurance and serves as a liaison with other state, regional, and national agencies and groups concerning related programs. </li><li>Provide technical assistance to agency personnel on quality assurance by conducting team training sessions. </li><li>Develop effective and interactive training programs and materials to support employee development and organizational enhancement. </li><li>Present information, using a variety of instructional techniques and formats such as role playing, simulations, team exercises, group discussions, videos, and lectures. </li><li>Monitor and review current ARS services regarding service delivery and documentation. </li><li>Provides direction and guidance to other staff members regarding agency policy, federal regulations, and RSA guidelines. </li><li>Provides direction and guidance to other staff members regarding the audit, analyses, and interpretation of the identification and analysis of potential regulatory issues. </li><li>Maintains and shares technical knowledge of agency policy, federal regulations, and RSA guidelines. </li><li>Learn and understand the data collection into the Case Management System via the Rehabilitation Services Administration guiding instructions. </li><li>Ensure program staff are following data validation procedures. ( Provide training if needed) </li><li>Review Quality Assurance monitoring tool yearly making sure it is up to date and in compliance with federal regulations. </li><li>Coordinate virtual/in-person QA introductory meetings between new counselors and QA coordinator to complete one on one for Onboarding. </li><li>Schedule monthly/bimonthly meeting with field staff, addressing compliance issues. </li><li>Attend Quality Assurance trainings when assigned. </li><li>Develop internal auditing tools and conducting internal audits and reports. </li><li>Performs other duties as assigned. </li></ul> <p>Position Information</p> <p>Class Code: X038C</p> <p>Grade: GS09</p> <p>FLSA Status: EXEMPT</p> <p>Salary Range: $50,222.00 - $80,105.00</p> <p>Summary</p> <p>The Quality Assurance Manager is responsible for directing the operation of the quality assurance unit within the agency. This position is governed by state and federal laws and agency/institution policy.</p> <p>Functions</p> <p>Supervises professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Analyzes cases returned as errors by federal and state quality assurance reviewers, determines accuracy of errors, evaluates agency compliance with Social Security regulations and policy, and ensures corrective action taken in federal quality assurance cases. Coordinates agency disability rebuttals of federal quality assurance errors, and resolves conflicts with operations supervisors and medical consultants involving errors identified by agency quality assurance unit. Provides technical assistance to agency personnel regarding quality assurance policies and procedures. Compiles information from state and federal quality assurance case samples into reports summarizing deficiencies, including medical consultant errors and adjudicator substantive and technical accuracy. Develops agency policies, procedures, and standards related to quality of disability cases. May initiate special studies to ensure program compliance with state and federal laws and guidelines. Attends various meetings regarding quality assurance and serves as a liaison between the Social Security Disability program policy coordinators and other state and federal agencies. Performs other duties as assigned.</p> <p>Dimensions</p> <p>None</p> <p>Knowledge, Skills and Abilities</p> <p>Knowledge of state and federal laws, rules, and regulations governing social security disability. Knowledge of case management. Knowledge of departmental policies, procedures, and guidelines governing social security disability. Ability to plan, organize, and direct the work of others. Ability to analyze medical reports and apply complex eligibility criteria to ensure quality is maintained. Ability to review, organize, and present oral and written information. Ability to plan, develop, implement, and evaluate the effectiveness of social security disability programs and services.</p> <p>Minimum Qualifications</p> <p>The formal education equivalent of a bachelor's degree in general business, sociology, or a related field; plus four years of experience in quality assurance or a related field, including one year in a leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
